I wouldn't assume it is only from those who do not yet pay taxes. Expletives not-necesarily-deleted are a standard and eternal part of male speech as well, especially the more hard working blue collar types. That is not going to change no matter how many sensitivity classes you send them too. Also, expletives are much better than putting one's fist thru the monitor. (Though I occasionally glance at the shotgun when a microshaft condition occurs.)
Being realistic about the above (as I am degreed on communications practices and theory), there remains a quesiton of objective. The objective of the expression can be resocialized while the necessity of the release of stress, frustration, and tension cannot. There is a difference between swearing against a person and swearing against a situation or thing. Those who do the latter want to see change or improvement in self, in suroundings, in event. Those who do the former lack respect for their peers, and therefor lack self respect to consider as a base of comparison. That is not an easy form of emotional abuse to change, and it is a primary reason I do not bother with PvP play.
I have long stated that before every match the contestants should meet (after skills are set) in central transfer chamber and salute one another (bow in oriental contries) before being transfered to the match. Then when the match is over, a final salute/bow of respect for one's opponent also take place. During this, No vulgarity, No Boasting, etc. would be allowed. Players would only be able to compliment one another on game play - or have compliments automatically stated as an example (at least in RA).
